Concept: Usually when we carry a laptop in the arms, there is a risk of the laptop slipping out from either side. 

In this design, an elastic band is attached firmly near the upper end of the bag for the arm to slip through the elastic and grab the base of the laptop sleeve. This gives a better grip of the laptop and ensures that it wont fall easily or slip sideways, making it convenient to use and carry.
